Some champs are given specific tweaks to their stats to open up and worsen their counter matchups a pretty famous example being kassadin who used to get his already very low base armor reduced in order to make him more vulnerable to AD matchups without harming his matchups into mages. Another reason is play patterns a champ who is designed to be very aggressive and lane dominant might be given more early bulk to make their all ins stronger or likewise a scaler may be given more bulk to make their laning phase safer and vice versa removing bulk to make a strong laner weaker or a weak laner less safe/forgiving. Similarly other lower range champs might have higher base stats than normal. Melee champs tend to have higher base stats to compensate for their lower base range that makes them take more damage as they close the gap into ranged characters. That's because range is so important in their kits that not having any gives room for abilities packing a lot of power. In comparison, a melee champion relying a lot on auto-attacks will have a lot of base stats and even "unfair" abilities, like Tryndamere's ultimate making him invulnerable or Yasuo's Windwall blocking all projectiles. Melee champions usually have better AD because they have to be able to make up for the ranged headstart during engages, and also because when they trade with other melee champions they have to go through their higher natural defenses without feeling like they're hitting a mountain. Lowering their base movement speed allows opponents to actually reach them eventually instead of being toyed with from afar. Sometimes you can even kite in such a way your opponent can't hit you back at all, which makes up for low defensive stats. The reason range is so powerful is because it gives you the initiative on trades since you're able to attack before your opponent reaches his own attack range. Typically, auto-attack range is a very expensive stat that takes so much in the budget that it has to be compensated in some way, that's why marksmen have weak natural stats and long-range mages have low attack speed or projectile speed. When you design a champion, you assemble a kit, and if you want some parts of this kit to be stronger to outline the champion's personality or role, you have to scrap a bit of strength in other aspects. While some anime make social commentary about the state of the world during that time, many reinterpret the era and have fun with it a bit.Base stats are part of their power budget.
